Description:
The Department for the Economy wishes to procure a Cost Benefit Analysis (CBA) report to provide additional data and analysis to inform the decision on the future of smart metering in Northern Ireland. The purpose of the CBA is to allow the Department and therefore the Minister to decide on potential implementation of smart metering. The hypothesis is that the Target Model must deliver greater benefits to the end consumer and market participants compared to the status quo, with sufficient information provided to allow the Minister to consider further requirements for an implementation plan. The contract requires an in-depth analysis of the electricity and gas markets and a review of other technologies. A fully detailed and costed report is required, indicating whether there is a Net Present Value for each fuel.
