The Northern Ireland Policing Board (NIPB) is an independent public body made up of 10 Political and 9 Independent Members and was established on 4 November 2001 under the Police (Northern Ireland) Act 2000. It is the role of NIPB is to secure the delivery of an effective, efficient and impartial policing service for the entire community in Northern Ireland and to hold the Chief Constable to account for the exercise of his functions and those of the police service in an open and transparent manner. The Northern Ireland Policing Board (NIPB) wish to engage a contractor to provide professional, independent HR advice. The Board’s requirements are likely to include the provision of professional independent HR advice on: Recruitment and Selection of senior PSNI officers and civilian staff; Advising the Board Chair on cases where issues may arise pertaining to Board Members, PSNI senior officers and senior civilian staff and the NIPB Chief Executive; Advising the CEO and/or Board Chair where the matter may have potentially significant consequences for public confidence in policing; Advising the CEO on NIPB staffing and other Organisational Development issues; Policy development and performance issues relating to the Board’s responsibilities in relation to Senior PSNI officer and civilian staff; Grievance Procedures and Investigations; Employment Tribunals and other legal challenges under Employment Legislations; Disciplinary procedures and Investigations; Dismissals; Employee Terms and Conditions; Staff Secondments/Transfers etc.; Any other emergent issues relating to sensitive, complex, non-routine personnel issues on a case by case basis.
