DE wish to engage a Contractor to undertake an independent review of the suite of DE targeted Early Years Programmes.The Review will consider the current policy and oversight (DE) and administration (HSCB) structures and roles operating across the Sure Start programme and determine their adequacy and effectiveness in respect of delivery to meet PfG, DE and Sure Start policy programme aims and objectives, including Value for Money (VFM). The Review will also consider the remit of all DE targeted Early Years interventions in collectively delivering PfG and DE outcomes.
