Description:
TEO is seeking to establish a Contract for the provision of an Arts and Culture programme in the Carrickfergus and Larne CIT Area. Annex A of the Specification of Requirements Schedule provides maps of the designated area. It is envisioned that the Contractor will also operate in an ‘area of influence’ around the Carrickfergus and Larne CIT area. The core area provides a focal point for action and investment. The concept of a wider area of influence, that is not sharply defined, acknowledges that thriving places require wider connection to both physical and social assets. Investment decisions and actions will be informed by the likely impact on core areas. The Contractor will develop and design the programme in a way that ensures it can be delivered in line with work already undertaken to date in the Carrickfergus and Larne CIT Area as part of the CIT Project; paragraph 6.2 of the Specification provides further details. The Contractor’s programme must be co-designed through a participatory approach with the community and relevant stakeholders that will facilitate implementing the work strands detailed below: • Element 1 - Art Skills and Personal Development Programme • Element 2 – Diversionary Events and Activities The Contractor will therefore need to demonstrate a comprehensive understanding of the Carrickfergus and Larne CIT Area and the Environment and Culture issues within it. The Contractor will also need to adopt a co-ordinated approach to the delivery of Services, instigating an extensive outreach programme of activity to target all eligible Individuals / Organisations / Groups located in the CIT Area. For Element 1 of the programme, the Contractor will work and engage with the Carrickfergus and Larne Community in order to recruit a minimum of 30 individuals to actively participate in the following four programme activities linked to art skills and personal development: • Cultural Education Events • Information Exchange Visits • Culture and Arts Development Support and Personal Skills • Practical Application of Art Skills and Showcase Event Details of the specific Contract requirements for Element 1 are provided at paragraph 6.4.1 of the Specification of Requirements Schedule. For Element 2 of the programme, the Contractor will work and engage with the Carrickfergus and Larne Community in order to recruit a minimum of three Organisations and / or Groups to actively participate in the following two programme activities linked to diversionary events and activities: • Events and Activities – Learning • Events and Activities – Delivery The Contractor will play a co-ordination role in order to engage and work with the recruited Organisations and / or Groups and existing cultural networks to create diversionary events and activities that will: • promote a positive community narrative to counter negative perceptions of the community linked to paramilitarism, criminality and organised crime; • Utilise local spaces and facilities for community benefit; and • Increase community confidence and safety. Details of the specific Contract requirements for Element 2 are provided at paragraph 6.4.2 of the Specification of Requirements Schedule. Full details of the specific Contract requirements are provided for throughout the Specification of Requirements Schedule. The expected outcomes from delivering this Contract are: • Increased number of individuals and organisations engaged in Arts and Culture and in the area; • Increased number of individuals with increased Arts and Culture knowledge and/or skills; • Increased opportunities for building relationships between local people and Arts and Culture organisations; • Have helped to empower local residents and community organisations to address issues related to Culture within the target area; • Delivery of a programme of community led event and activities; and • Increased collaborative working. It is anticipated that the Contract will commence in March 2020 and run until its successful completion which shall be no later than 31st March 2021.
