Description:
This tender opportunity is linked to the Communities in Transition Project which delivers Action B4 of the Executive Action Plan on Tackling Paramilitary Activity, Criminality and Organised Crime. For this contract, TEO is seeking to appoint a Contractor to design and deliver an Employability and Training Support Programme for Persons of 16 years old and over in the Brandywell and Creggan CIT Area. Annex A of the Specification of Requirements Schedule provides maps of the designated area. The Contractor will manage and deliver the Contract to a minimum of 60 Full Time Equivalent participants within the area. FTE equals 35 hours per week. The Contractor will need to demonstrate a comprehensive understanding of the Derry Londonderry CIT area and the employability and skills issues within it. The Contractor will also need to instigate an extensive outreach programme of activity to target all eligible participants and establish outreach hubs in locations that offer maximum accessibility for those who may experience exclusion. The project will also be required to demonstrate targeted measures to include participation from all sections of society with a particular focus on the inclusion of persons of 16 years old and over who either have been involved in or who are at risk of becoming involved in coercive activity. Funding from the CIT Project will be made available by the Contracting Authority to support the delivery of the overall project (see Section 7 of the Specification of Requirements Schedule). It is anticipated that an award decision will be made within 2 weeks from the closing date for this tender competition. The Contract will commence within one month from the date of the Award letter therefore the Contractor will be expected to start delivering the Contract by late December 2019. The initial Contract period will run for 15 months from the date of commencement.
